Thus reassured, on July 1, 1902, Congress authorized “two first-class battleships carrying the heaviest armor and most powerful armament for vessels of their class upon a trial displacement of not more than 16,000 tons.” On March 10, 1903, lead ship Connecticut (BB-18) was laid down at the New York Navy Yard, the first US battleship built in a government yard since Texas in 1889. Louisiana (BB-19) was laid down at the civilian Newport News Shipbuilding on March 21, 1904.
